Defunding the Police continues...

I will focus on the Homeland Security Bureau (formerly Homeland Security & Counter-Terrorism) because during the nationwide Black Lives Matters protests, many police department including MPD used military style gear and equipment when interacting with protesters. In an August 27, 2014 report with CBS Baltimore, former Police Chief Cathy Lanier discussed “urging President Barack Obama not to cancel a program that enabled local law enforcement to buy surplus military equipment.” Therefore, it is important to focus on this area of MPD’s budget because in FY2009, the Homeland Security Bureau received a significant increase in its budget for the Special Operation Division. Another article, in the June 20, 2020 issue of The Atlantic titled, “Stop Training Police Like They’re Joining the Military,” touched on the militarization of MPD training in the police academy.
Finally, I will look at MPD’s oversight of DC Public School security contract, which the Black Lives Matter protesters mentioned. MPD was given oversight of DCPS security contract as a result of Bill 15-725 the “Metropolitan Police Department School Safety and Security Act of 2004”, which was introduced by former Councilmember Kevin P. Chavous. The budget information used in this report were taken directly from the District of Columbia’s budget books and MPD’s School Safety and Security reports. Report continues....
